Add a new extended ban type, ~C which bans CIDRs. I used m_regexcept as a template for how a module with an extended ban type should work. Although users on my network can't see eachother's IPs seeing an ISP might be enough for them to get CIDR ranges on that ISP. So generally this module is meant to deal with people with IPs assigned dynamically in a slicker way than normal.

Can be useful, though - naturally - this should actually be in the ircd (as +b *!*@192.168.0.0/24 alike), but in the meantime one could use this module.
