Provides IRCops with gline privilege the ability to also add local and global Q:Lines without the use of services. Syntax for use is the same as with /gline: /gqline nickmask [[expire] reason] for global Q:Lines or /qline nickmask [[expire] reason] for local Q:Lines. (And no, it does not automatically kill any user using a nick that matches a just-added Q:Line. This must be done manually. IRCops are, as always, not affected by Q:Lines, local or otherwise.)
